Hazardous Materials Emergency Preparedness (HMEP) Grant Program

The HMEP grant program is a federal funding program awarded to New York State by the U.S. Department of Transportation and administered by the Division of Homeland Security and Emergency Services (DHSES).  To assist local jurisdictions that have been awarded federal HMEP funds in New York State, the following guidance documents and application information have been issued.

FY2016-17

Through the Hazardous Materials Emergency Preparedness (HMEP) grant program, DHSES is re-affirming its commitment to HazMat preparedness capabilities in New York State by making up to $300,000 in non-competitive grant funding available to counties to enhance preparedness for emergencies involving the transportation of hazardous materials. In this austere budget era, working collaboratively on a regional basis is even more critical, and counties have the option to apply for funding in regional partnerships to maximize the impact of these limited funds. Funding for this program is provided by the U.S. Department of Transportation and administered by DHSES.

Eligible applicants: Counties and NYC.

Applications are due to DHSES by April 8, 2016

FY2015-16

Through the Hazardous Materials Emergency Preparedness (HMEP) grant program, DHSES is re-affirming its commitment to HazMat preparedness capabilities in New York State by making up to $221,296 in non-competitive grant funding available to recognized Local Emergency Planning Committees (LEPCs). In this austere budget era, working collaboratively on a regional basis is even more critical, and LEPCs have the option to apply for funding in regional partnerships to maximize the impact of these limited funds. Funding for this program is provided by the U.S. Department of Transportation and administered by DHSES.

Eligible applicants: Counties and NYC on behalf of their Local Emergency Planning Committees.

Applications are due to DHSES by October 5, 2015

FY2014-15

Through the Hazardous Materials Emergency Preparedness (HMEP) grant program, DHSES is re-affirming its commitment to HazMat preparedness capabilities in New York State by making up to $227,225 in non-competitive grant funding available to recognized Local Emergency Planning Committees (LEPCs).  In this austere budget era, working collaboratively on a regional basis is even more critical, and LEPCs have the option to apply for funding in regional partnerships to maximize the impact of these limited funds.  Funding for this program is provided by the U.S. Department of Transportation and administered by DHSES.

Eligible applicants:  Counties and NYC on behalf of their Local Emergency Planning Committees.
