A fundamental responsibility of the FEMA's Incident Management Systems Integration (IMSI) Division is to identify guidelines, protocols, and standards that will help emergency managers and responders from all levels of the public and private sectors organize effective responses to emergency incidents and planned events. In support of that mandate, IMSI produces an annual Recommended Standards List (RSL) that describes voluntary consensus standards that support the implementation of the National Incident Management System (NIMS).

NIMS Guide for Communication and Information Management Standards
This NIMS Guide provides a brief overview of five recommended standards that support NIMS implementation.  Through evaluation and practitioner review conducted in 2007, the Incident Management Systems Division (IMSD) has identified and recommends that emergency management/response organizations and private sector vendors voluntarily adopt these five standards, which support interoperability among communications and information management systems:

?ANSI INCITS 398-2005: Information Technology – Common Biometric Exchange Formats Framework (CBEFF)
• IEEE 1512-2006: Standard for Common Incident Management Message Sets for Use by Emergency Management Centers
• NFPA 1221: Standard for Installation, Maintenance, and Use of Emergency Services Communications Systems
• OASIS Common Alerting Protocol (CAP) v1.1
• OASIS Emergency Data Exchange Language (EDXL) Distribution Element v1.0

NIMS Guide for Preparedness and Incident Management Standards
This NIMS Guide is to provide a brief overview of two recommended standards that support NIMS implementation. The Incident Management Systems Integration Division (IMSI) is charged with identifying and evaluating standards applicable to NIMS. According to NIMS, “[s]tandards appropriate for NIMS users will be designated by the National Integration Center (NIC) in partnership with recognized standards development organizations.” Through evaluation and practitioner review conducted in 2006, IMSD has identified and recommends that emergency management/response organizations voluntarily adopt the following two standards:

• National Fire Protection Association (NFPA) 1600: Standard on Disaster/Emergency Management and Business Continuity Programs
• National Fire Protection Association (NFPA) 1561: Standard on Emergency Services Incident Management System
