State Preparedness Training Center
About SPTC
The State Preparedness Training Center (SPTC) features state-of-the-art classrooms that are designed to be multi-functional and use the latest technology. Our standard classroom features include Integrated multi-media, wireless Internet access, and SmartBoard technology. The SPTC also offers Enhanced Simulations, such as Mass Transit, Air Transportation, CBRNE (chemical, biological, radiological, nuclear, and explosive), Law Enforcement Tactical, Hospital Surge Capacity, Emergency Management, Mass Casualty, and Decontamination. The SPTC has many additional features on the over 700 acre site that make us the ideal location for operational training and exercises. The security perimeter and secluded location are ideal for conducting "real time" training exercises without impacting surrounding neighbors. The massive scale enclosed exercise facility allows for year around operation, no matter what the weather is. Students have the opportunity to practice and master essential skill sets in a controlled and realistic setting. Training that is offered at the SPTC will cultivate confidence, leadership, critical thinking, and other skills that are essential for first responders. The SPTC will be developed into a nationally recognized, world class facility known for delivering a wide variety of high quality, interdisciplinary homeland security training utilizing the latest technology
History
In January 2005, plans were announced to establish a State Preparedness Training Center (SPTC) that would ensure a comprehensive approach to raising the level of awareness and preparedness in the ranks of New York State's first responders. Following a lengthy review process, the former Oneida County Airport was chosen as the site for the SPTC.
In July 2006, the first training classes were held at the SPTC. In 2007, by year's end, over 1,100 traditional and non-traditional first responders participated in training events hosted at the SPTC. In May of 2008, the SPTC surpassed the number of people that were trained in all of 2007!
On December 6, 2008, the State Preparedness Training Center received Public Safety Training Academy Accreditation by the Commission on Accreditation for Law Enforcement Agencies (CALEA). Accreditation establishes standards designed to increase effectiveness and efficiency, leading to excellence in management and service delivery.
Future
Officers take part in Basic Tac Ops
Regarding future development at the SPTC, a Simulation and Exercise Complex is planned, with operations to include: incident command, evacuation protocol controls, communication standards, and computer aided techniques that will ensure the SPTC is always on the cutting edge of program delivery. The development of structures are planned in order to support response simulations of chemical spills proficiencies and evacuation modeling.
The structures will be ideally suited and situated to the provision of moderate to the most elaborate exercise; including mass decontamination and surge capacity.
