Community Risk Reduction means more than just preventing fires. It's about combining emergency response, prevention, and outreach to make smart, local safety plans that work to keep our communities safe.

In 2025, the New York State Office of Fire Prevention and Control launched the Community Risk Reduction program to help reduce fire-related fatalities. Fire Protection Specialists, who are experts in fire safety and code enforcement, work with local officials to gather information after fatal fires. The State Fire research team then uses that information to help local agencies create custom safety campaigns, educational tools, and resources.

Community Risk Reduction takes teamwork - firefighters, police, health workers, emergency managers, local groups, and the public - all play a part. When we work together, we can identify risks and use resources to stay safe.

In Community Risk Reduction, there are five main strategies called "The Five E's" which form a comprehensive approach to reducing risks in communities. They are Education, Engineering, Enforcement, Economic Incentive, and Emergency Response.
