Single Source Procurements
Pursuant to New York State Finance Law §163(10)(b), the New York State Division of Homeland Security and Emergency Services posts summaries of single source procurement contracts. A list of current single source procurement contracts falling under New York State Finance Law §163(10)(b) is below.
October 5, 2011 - The New York State Division of Homeland Security and Emergency Services entered into a single-source contract with the New York Library Association (NYLA) for service related to increasing digital literacy required to fulfill the goals of a grant received through the U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA) pursuant to the American Recovery and Reinvestment Act of 2009 (ARRA) and the Broadband Data Improvement Act (BDIA).
June 9, 2023 - The Division of Homeland Security and Emergency Services (DHSES) has entered into a single-source contract with Wilson Elser Moskowitz Edelman & Dicker LLP (Wilson Elser), to perform duties related to representing DHSES with pending litigation. Wilson Elser has developed a strong familiarity with the complex facts and legal issues in this matter and is best positioned to represent DHSES during the pendency of this litigation. Due to the specific circumstances of this procurement and the unique qualifications of the selected firm, a competitive procurement was not feasible in this instance.
October 2, 2023 - The Division of Homeland Security and Emergency Services (DHSES) has entered into a single-source contract with Advanced Entertainment Technology (AET) for the purchase of one (1) pipe and valve leak simulator. DHSES conducted extensive market research which revealed the pipe and valve leak simulator designed, manufactured, and distributed by AET is the only product that meets DHSES OFPC form, function, and utility (FFU). On September 14, 2023, the Bureau of Contracts approved a request for exemption from giving notice in the New York State Contract Reporter for the purchase of this stationary simulator.
