State Emergency Response Commission (SERC)

Emergency Response Guidebook Tier 2 Tier 2

It is the mission of the State Emergency Response Commission (SERC) and Local Emergency Planning Committees (LEPCs) to implement the Emergency Planning and Community Right-To-Know Act (EPCRA), also known as Title III of the Superfund Amendments and Reauthorization Act (SARA).

The SERC has created a guidance document to be used by LEPCs in order to equip them with knowledge of the Superfund Amendments and Reauthorization Act (SARA), Title III - Emergency Planning and Community Right-to-Know Act (EPCRA). This guide contains subject matter that will assist LEPCs in meeting 1986 planning standards as they apply to current thinking strategies, practices, and planning criteria. This document outlines and provides clarity on the applicable laws and identifies the steps to be taken to implement SARA Title III, and provide guidance on meeting the planning requirements for this program.

Animal Waste Release Reporting

In January 2009, recent changes in federal regulations prompted the reporting of animal waste releases at farms. There are exemptions to those reporting requirements.
