The New York State Division of Homeland Security and Emergency Services (DHSES) is pleased to announce the availability of Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) funds for Presidential Declaration: DR-4480 (COVID-19).

HMGP Application Technical Assistance

DHSES will offer technical assistance with application development, including Benefit-Cost Analysis (BCA), to applicants who are not familiar with the FEMA HMGP process. Please reach out to the DHSES Mitigation Team for more information:

Statewide Informational Webinar Series

Statewide Webinars are intended for municipal representatives and mitigation professionals and offer an informational high-level overview of the Hazard Mitigation Grant Program and available funding. Attendees will be provided with an overview of the process and will be briefed on the regional technical assistance and outreach plan.

Regional Interactive Webinar Series
Regional Webinars offer municipal representatives and mitigation professionals a more detailed breakdown of eligible HMGP activities. Attendees will be briefed on allowable construction and planning project types, Benefit-Cost Analysis (BCA), and other technical HMGP aspects. Regional Webinars will include time for Q&A and be based on the five New York State Division of Homeland Security and Emergency Services Regions. Attendees should join their corresponding webinar(s) where they will be introduced to the DHSES representatives assigned to their region. A link to the DSHES Regions map can be found below.
