Critical Infrastructure Grant Program

The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to assist local first responders and their efforts to mitigate risk and enhance protection capabilities at government-owned critical infrastructure sites and mass gathering/special event sites.  Only units of local government (counties, cities, towns and/or villages) within any New York State County, including New York City, will be eligible to apply for up to $50,000.  The application must be coordinated with at least two first responder agencies with prevention and/or protection responsibilities at the selected site.  Agencies must be law enforcement, fire department, emergency management, or public works agencies.  The application deadline is March 12, 2025 at 5:00 p.m.

 

Cybersecurity Grant Program

The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to assist local jurisdictions in enhancing their ability to identify, protect, detect, respond to and recover from cyber incidents as well as enhance the cybersecurity posture of government organizations within New York State’s counties and local municipalities.  Only units of local government (counties, cities, towns, and/or villages) that are registered members of the Multi-State Information Sharing and Analysis Center (MS-ISAC) will be eligible to apply for up to $50,000. The application deadline is March 12, 2025 at 5:00 p.m

 

Explosive Detection Canine Team Grant Program

The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to assist local, county, and tribal law enforcement agencies for the development and sustainment of their explosive detection canine capabilities. The FY2022 Explosive Detection Canine Team Grant Program is a competitive grant program that supports the enhancement of counter-IED response activities using explosive detection canine teams statewide.  Eligible applicants can apply for up to $60,000 if building a new team or $15,000, if sustaining an existing team.  The application deadline is March 12, 2025 at 5:00 p.m.

 

Tactical Team Targeted Grant Program

The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to assist local, county, and tribal law enforcement agencies with a certified (or pending certification) tactical team for the purpose of enhancing their team’s response capabilities through the sustainment of the State standards for SWAT Teams.  The FY2022 Tactical Team Targeted Grant Program is a competitive grant program that is aimed at safeguarding local tactical teams with the adequate skills and capabilities to provide a safe and successful response to high-risk incidents including active shooter events and other counter-terrorism missions.  Eligible applicants can apply for up to $75,000 per team through this important grant initiative.  The application deadline is March 12, 2025 at 5:00 p.m.

 

Technical Rescue & Urban Search and Rescue Grant Program

The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to assist counties (including NYC) to develop and sustain technical rescue and urban search and rescue capabilities for their emergency response teams.  The FY2022 Technical Rescue & Urban Search and Rescue (USAR) Grant Program is a competitive grant program that supports the enhancement of technical rescue and urban search and rescue response teams statewide.  Eligible applicants can apply for up to $50,000 if applying as a single county or up to $100,000 if two or more counties apply jointly.  The application deadline is March 12, 2025 at 5:00 p.m.

Bomb Squad Initiative

This grant program provides funding to support the local 12 FBI-certified local public safety Bomb Squads.  Funding through this program is utilized to support the development and sustainment of counter-IED operations in New York State.  There is no open application period for the Bomb Squad Initiative at this time.

 

Hazardous Materials Targeted Grant Program

This grant program provides funding to 18 regional HazMat Teams that provide coverage across the State outside of New York City.  This program will serve as a resource for regional HazMat teams to sustain and enhance HazMat capabilities to help New Yorkers respond to and recover from acts of terrorism and other emergencies.  Regions can use this funding to obtain and maintain essential equipment, implement the HazMat Team Accreditation Program, conduct training and exercises, and develop and update HazMat response plans.  There is no open application period for the Hazardous Materials Targeted Grant Program at this time.
