Bomb Squad Initiative
This grant program provides funding to support the local 12 FBI-certified local public safety Bomb Squads. Funding through this program is utilized to support the development and sustainment of counter-IED operations in New York State.
Hazardous Materials Targeted Grant Program
This grant program provides funding to 18 regional HazMat Teams that provide coverage across the State outside of New York City. This program will serve as a resource for regional HazMat teams to sustain and enhance HazMat capabilities to help New Yorkers respond to and recover from acts of terrorism and other emergencies. Regions can use this funding to obtain and maintain essential equipment, implement the HazMat Team Accreditation Program, conduct training and exercises, and develop and update HazMat response plans.

Critical Infrastructure Grant Program
This grant program provides funding to support local first responders’ efforts to mitigate risk and enhance protection capabilities at government-owned critical infrastructure sites and special event sites. The Critical Infrastructure Grant Program promotes a common understanding of and approach to risk management.
Cybersecurity Grant Program
This grant program provides funding to support local governments in enhancing and sustaining their cybersecurity posture as well as ensure that their information systems are secured and protected from cyber incidents. NYS DHSES recognizes the impacts that cyber incidents pose to our government information systems and critical infrastructure, placing our security, economy and public health and safety at risk and therefore has made cybersecurity a priority.
Explosive Detection Canine Team Grant Program
This grant program provides funding to local law enforcement agencies with active road patrols to develop and enhance their explosive detection canine capabilities. Explosive Detection Canine Teams provide a visible, proactive police presence in areas of mass gathering, transportation centers and critical infrastructure sites. In addition to this deterrence presence, they provide a mobile response capability for detection and identification of potential explosive device type incidents.
Tactical Team Targeted Grant Program
This grant program provides funding to local law enforcement agencies aimed at safeguarding New York State’s tactical teams with the adequate skills and capabilities to provide a safe and successful response to high-risk incidents including active shooter events and other counterterrorism missions.
Technical Rescue & Urban Search and Rescue Grant Program
This grant program provides funding for local emergency response teams that provide technical rescue and USAR related services. This program focuses on the enhancement of Technical Rescue and USAR teams that provide services involving confined space rescue, rope rescue, structural collapse rescue, structural collapse search, trench rescue and USAR Task Force which help New Yorkers respond to and recover from acts of terrorism and other emergencies.
