Critical Infrastructure Grant Program
The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to assist local first responders and their efforts to mitigate risk and enhance protection capabilities at government-owned critical infrastructure sites and mass gathering/special event sites. Only units of local government (counties, cities, towns and/or villages) within any New York State County, including New York City, will be eligible to apply for up to $50,000. The application must be coordinated with at least two first responder agencies with prevention and/or protection responsibilities at the selected site. Agencies must be law enforcement, fire department, emergency management, or public works agencies.

Cybersecurity Grant Program
The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to assist local jurisdictions in enhancing their ability to identify, protect, detect, respond to and recover from cyber incidents as well as enhance the cybersecurity posture of government organizations within New York State’s counties and local municipalities. Only units of local government (counties, cities, towns, and/or villages) will be eligible to apply for up to $50,000.

Explosive Detection Canine Team Grant Program
The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to assist local, county, and tribal law enforcement agencies for the development and sustainment of their explosive detection canine capabilities. The FY2023 Explosive Detection Canine Team Grant Program is a competitive grant program that supports the enhancement of counter-IED response activities using explosive detection canine teams statewide. Eligible applicants can apply for up to $60,000 if building a new team or $15,000, if sustaining an existing team.

Tactical Team Targeted Grant Program
The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to assist local, county, and tribal law enforcement agencies with a certified (or pending certification) tactical team for the purpose of enhancing their team’s response capabilities through the sustainment of the State standards for SWAT Teams. The FY2023 Tactical Team Targeted Grant Program is a competitive grant program that is aimed at safeguarding local tactical teams with the adequate skills and capabilities to provide a safe and successful response to high-risk incidents including active shooter events and other counter-terrorism missions. Eligible applicants can apply for up to $75,000 per team through this important grant initiative.

Technical Rescue & Urban Search and Rescue (USAR) Grant Program
The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to assist counties (including NYC) to develop and sustain technical rescue and urban search and rescue capabilities for their emergency response teams. The FY2023 Technical Rescue & Urban Search and Rescue (USAR) Grant Program is a competitive grant program that supports the enhancement of technical rescue and urban search and rescue response teams statewide. Eligible applicants can apply for up to $50,000 if applying as a single county or up to $100,000 ($50,000 per county for a maximum of $100,000) if two or more counties apply jointly.

Bomb Squad Initiative
The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to support the New York State’s 12 FBI-certified public safety Bomb Squads. This targeted funding is allocated regionally and is consensus-based. The FY2023 and FY2024 Combined Bomb Squad Initiative is a non-competitive formula-based grant program that supports the enhancement of development and sustainment of counter-IED operations across the state. A separate application worksheet must be submitted for each fiscal year of the program.

Hazardous Materials Targeted Grant Program
The Division of Homeland Security and Emergency Services (DHSES) is pleased to make funding available to assist the 18 regional HazMat teams outside of New York City to develop and sustain hazardous materials response and decontamination capabilities through a combined Request for Applications document for FY2023 and FY2024. The FY2023 and FY2024 Combined Hazardous Materials Targeted Grant Program is a non-competitive formula-based grant program that supports the enhancement of regional HazMat teams. A separate application worksheet must be submitted for each fiscal year of the program.
