ABOUT THE TRAINING AND EXERCISE PROGRAM

The Training and Exercise Program facilitates, coordinates, and provides training and exercise support so that emergency management professionals will be better able to mitigate against, prepare for, respond to, and recover from natural and human caused incidents while protecting lives, property, and the environment. The Training and Exercise Program meets the training needs of emergency management professionals across New York State through customized curricula and coordination of external training, that not only supports first responders but integrates public safety and increases the knowledge base of all New York State emergency management and first responder personnel. Our audience receive timely and relevant training based upon realistic, adaptive, and appropriate mission specific competencies by incorporating up to date intelligence with responsive and proactive training programs.

Training and Exercise Responsibilities

Steady State

During Steady State Operations, the Training and Exercise Program is responsible for:

  • Review, coordinate, provide, and facilitate emergency preparedness training for the public and private sector;
  • Provide exercise supports to State and local agencies/government in support of the Multi-year Integrated Preparedness Plan (IPP);
  • Schedule and conduct the NYS Integrated Preparedness Planning Workshop (IPPW) leading to the development of the NYS MYTEP, as required by Emergency Management Planning requirements;
  • Review and approve submitted applications for NYS students to attend the Emergency Management Institute, Center for Domestic Preparedness, and the seven National Domestic Preparedness Consortium training partners; and,
  • Review training requests associated with HSPG Programs/Grants.

 

Emergency Response Activations

During Emergency Response Activations, the Training and Exercise Program transitions to support the State Emergency Operations Center and the response. Based on the type and severity of the incident, Training and Exercise will cancel and/or postpone courses or exercises that may be impacted by the disaster or the response.

National Incident Management System / Incident command System
NIMS / ICS
Overview

The National Incident Management System (NIMS) provides a common, nationwide approach to enable the whole community to work together to manage all threats and hazards. NIMS applies to all incidents, regardless of cause, size, location, or complexity. NIMS guides all levels of government, nongovernmental organizations (NGO), and the private sector to work together to prevent, protect against, mitigate, respond to, and recover from incidents. 

Training Program

The NIMS Training Program identifies those courses critical to train personnel capable of implementing all functions of emergency management. NIMS training develops incident personnel capable of performing necessary functions in their Authority Having Jurisdiction (AHJ) and assisting when mutual aid is necessary. The NIMS Training Program provides customized training progressions for personnel in each of the four NIMS Command and Coordination systems.

Implementation and Reporting Guidance

Local, state, tribal, and territorial jurisdictions are required to adopt NIMS in order to receive federal Preparedness Grants. The National Incident Management System (NIMS) Implementation Objectives were developed to guide jurisdictions in their implementation of NIMS. The NIMS Implementation Objectives clarify the NIMS implementation requirements in FEMA preparedness grant Notices of Funding Opportunity. As recipients and subrecipients of Federal preparedness (non-disaster) grant awards, jurisdictions and organizations must achieve, or be actively working to achieve, all of the NIMS Implementation Objectives.
